Results of the 2nd and 3rd Architecture Committee Reviews in Busan for 2025
This report presents the main results of the 2nd and 3rd Architecture Committee reviews conducted on February 20, 2025.
During these reviews, the new construction of Chungheung S-Class at Eco Delta City Block 4 located in Gangdong-dong, Gangseo-gu, Busan, received conditional approval. This means that progress may proceed once additional conditions are met.
Additionally, the development project for a 5-star hotel accommodation and neighborhood facilities at the Miworld site located at 110 Minrak-dong, Suyeong-gu, also received conditional approval. Both projects are expected to positively impact the regional economy.
Furthermore, the regional housing association in Jeonpo 5 is promoting Ssangyong The Platinum Seomyeon at 504-103 Jeonpo-dong in Busanjin-gu, and Hope Together Housing in Oncheon-dong, Dongnae-gu, both of which also received conditional approval. These projects are set to proceed following further refinements.

Construction of Chungheung S-Class at Eco Delta City Block 4
The Chungheung S-Class at Eco Delta City Block 4 located in Gangdong-dong, Gangseo-gu, Busan received conditional approval from the Busan Architectural Committee on February 20, 2025. This is expected to accelerate the progress of the project.
The complex is planned to consist of a structure of 2 basement floors and 18 above-ground floors, with a total of 12 buildings and 728 households. The site area is 52,107㎡, with a building coverage ratio of 18.38% and a floor area ratio of 172.91%. The main use is residential apartments, with the implementing company being Chungheung S-Class Co., Ltd.
During this architectural review, various opinions were presented covering aspects including structural engineering, construction, facilities, soil, and foundations. Key results of the review include reevaluation of pile load-bearing capacity, verification of the stability of reinforcement for the underground outer walls, and additional evacuation plans for vertical escape routes. Additionally, suggestions were made for repositioning the distribution box within households, relocating bathroom exhaust ducts, and installing airflow induction fans in the underground parking lot. In particular, due to the inadequacy of the indoor louver-type daylight harvesting system's balcony, changing it to the living room or bedroom was also included in the revisions.
The Chungheung S-Class at Eco Delta City Block 4 obtained approval for the housing construction project plan on December 30, 2024.
Construction is scheduled to begin on March 10, 2025, aiming for completion on March 9, 2028.
Therefore, the likelihood of sales occurring in March has increased.
Eco Delta City is an eco-friendly waterfront new town located in Gangseo-gu, Busan, being developed as a smart city utilizing fourth industrial revolution technologies like autonomous vehicles and artificial intelligence (AI). The transportation infrastructure in this area is also planned for significant improvements. Currently, construction of the double-track Busan-Masan subway line is underway, and development of the Hadong-Noksan and Gangseo lines is also being promoted, which is expected to greatly enhance future transportation accessibility.
Meanwhile, in the 16BL of Eco Delta City, the Chungheung S-Class Eco Delta City was sold in 2023, and as of November 2024, some remaining units are still available. This could also influence the pricing of Block 4. Particularly, Block 4 is located close to a designated elementary school site, which is expected to garner high interest from potential buyers as it offers a "school-adjacent apartment" feature.
As the committee's decision was made conditionally, it is anticipated that if the final plan reflecting the additional adjustments is confirmed, a thorough sales schedule will be announced in March. Given its future-oriented development, Eco Delta City is bound to attract considerable attention.

Development of Accommodation and Neighborhood Facilities at Minrak Recreation Area
At the Miworld site located at 110 Minrak-dong, Suyeong-gu, Busan, a development project for lifestyle accommodation and neighborhood facilities is underway. This project received conditional approval in the architecture committee review held on February 20, 2025.
This project is an urban planning facility project for the Minrak Recreation Area accommodation facilities and is currently in the stage of having the implementation plan approved. TI Busan PFV Co., Ltd. has been assigned the implementation of this project, and through prior revisions to the implementation plan, the land area has been adjusted from the previous 25,397㎡ to 25,414㎡.
This development is to be constructed with 3 basement floors and 42 above-ground floors, with two buildings planned. In particular, the maximum height is expected to reach 169.95m.

In this architectural review, various opinions were presented from multiple fields. The critical refinements in structural engineering, construction, facilities, soil, and foundation sectors emphasized the need to compare wind load standard values with wind tunnel testing results.
Additionally, it was required to review structural safety and add reinforcement beams, and specify the reinforcement methods for the underground walls. The strength of the concrete in the upper floors was to be reconsidered, and the installation of air induction fans in the parking lot was discussed. Lastly, there was the necessity to strengthen the construction standards for piping expansion joints.
Requests for enhancements were also made regarding soil and foundation, including elastic wave surveys to verify ground layers along with the introduction of smart measuring systems and the addition of loading test drawings. These suggestions are expected to contribute to enhancing the safety and quality of the building.
This development project is an initiative to create lifestyle accommodation and commercial facilities on the previous 'Miworld' site and aims to build a landmark facility on the beachfront of Minrak-dong in Suyeong-gu. This area offers significant locational advantages as it is close to Minrak Waterfront Park and Gwangalli Beach, and it is expected that the convenience for tourists and local residents will significantly improve through the harmony of accommodation and neighborhood facilities.

The 'Ssangyong The Platinum Seomyeon' apartment construction project, which is underway in the area of 504-103 Jeonpo-dong, Busanjin-gu, Busan, received conditional approval from the architecture committee on February 20, 2025.
During this review, various supplementary opinions concerning structural engineering, construction, facilities, soil, and foundation were presented. Key issues included reviewing wind load, enhancing heterogeneous foundation design, analyzing shear on two sides of the standard floor slab, addressing interference between residential evacuation routes and utilities, relocating the household distribution box, adding air induction fans in the underground parking, incorporating a design for fire water supply safety measures, and numerical analysis and further examination of self-supporting retaining walls.
These supplementary points will serve as crucial factors for safe and effective multi-family housing construction. The expected progress of the project is promising.
This project is expected to receive approval for changes to the housing construction project plan in December 2024, adjusting the project period from the previous schedule of April 1, 2024, to May 31, 2027, to March 1, 2025, to April 30, 2028. Accordingly, full-scale construction is expected to commence following the completion of demolition in the first half of 2025.
‘Jeonpo-dong Ssangyong The Platinum Seomyeon’ is planned to comprise a structure with 5 basement levels and 25 above-ground floors, totaling 11 buildings and 793 households. The household composition includes 449 units of type 59㎡ and 344 of type 84㎡.
With the International Finance Center, Busan Bank Station, and Jeonpo Station of Busan Subway Line 2 within walking distance, transportation accessibility is excellent, and proximity to the Seomyeon central commercial district greatly improves living convenience. Thanks to these advantages, this complex is generating significant interest.
This project will be conducted as a local housing association (sub-housing). As a result, some concerns have been raised regarding the potential weakening of project viability due to increased construction costs. This is particularly notable as increases in member contributions may occur, necessitating close examination of potential changes in contribution amounts depending on project developments.
Having received conditional approval from the architecture committee, full-scale construction is expected to begin after incorporating these additional refining factors. Efforts to minimize the project's risk and member burdens are needed during this process.

The Hope Together Housing project, progressing in the area of 1447-11 Oncheon-dong, Dongnae-gu, Busan, received conditional approval from the architecture committee on February 20, 2025. This review is a revisited result based on modifications to the previously conditionally approved items from the 8th Busan City Architectural Committee meeting held in December 2024.
The main revised aspects include changes to the number of floors and the maximum height. The original plan called for 6 basement levels and 29 above-ground floors, with a maximum height of 97m; however, this review changed it to 1 basement level and 28 above-ground floors, with a maximum height of 99.1m. As a result, some adjustments to the architectural structure and exterior design were necessary, and revised designs reflecting these changes were submitted.

The site is located directly opposite the Oncheon Peninsula Bora Sky View Apartments, providing exceptional transportation and living infrastructure as it is close to the Myeonmok Station area. However, the architecture committee requested improvements to the entry and exit roads and spatial arrangements to minimize impacts on surrounding traffic flow.
Furthermore, conditions were presented for simplifying exterior designs, enhancing measures for pedestrian safety, and improving emergency patient transport routes. In particular, additional reviews were deemed necessary to secure emergency transport routes, including the installation of inter-floor connections.
Having received a conditional approval in this architectural review, substantial project progress is expected to occur after design enhancements are completed. This process is anticipated to contribute to providing a better living environment for local residents.
