Changwon Special City and Gimhae City Confirm Large-Scale Development Restriction Zone (GB) Release to Secure Future Growth Potential
Changwon Special City and Gimhae City have been selected for a total of 4 projects in the Ministry of Land, Infrastructure and Transport's total quantity exception project for the development restriction zone (GB) release. As a result, both regions have gained opportunities for large-scale urban development.
This selection provides important growth potential for balanced development and economic revitalization in the Changwon and Gimhae areas. The Ministry has selected 15 locations related to the greenbelt release as 'national and regional strategic projects outside the capital region.'

Main Details of the Development Restriction Zone Release in Changwon City and Gimhae City
On February 25, the Ministry of Land, Infrastructure and Transport selected a total of 15 projects nationwide at a cabinet meeting. Among them, Changwon City was confirmed for three projects: the Jinhae New Port hinterland site, the Changwon Urban Convergence Technology (R&D) complex, and the Urban Living Complex, along with the Gimhae Jin Young Tech-up General Industrial Complex.
This provides an opportunity for approximately 10.92 million square meters (about 3.3 million pyeong) of development restriction zone in the Changwon and Gimhae regions to be released. Such changes are expected to have a positive impact on regional development.
1. Jinhae New Port Hinterland Complex
Location: Jinhae-gu, Changwon City, Jangcheon-dong area (behind Jinhae New Port)
Area: Approximately 6.98 million square meters
The objective of this project is to create a global complex logistics hub based on tri-port (port, airport, railroad) by linking Busan New Port and the new airport in Gadeokdo. This project is expected to be rapidly pursued through land development instead of the existing marine reclamation method.
Additionally, it is anticipated to contribute to revitalizing the regional economy by attracting high value-added complex logistics industries.

The expected effects are as follows. Fostering the global logistics industry is expected to generate an annual production-inducing effect of 7.3 trillion won. Additionally, about 14,591 jobs can be created. This is likely to promote the attraction of international logistics companies and investments.
2. Changwon Urban Convergence Technology (R&D) Complex
Location: It is located in the Yongdong area of Uichang-gu, Changwon City.
Area: It will be developed into approximately 2.27 million square meters.
Project Purpose: The main goal is to establish a cooperative system among industry, academia, research, and government centered around Changwon National University to promote advanced industrial research and development within the region. By attracting advanced technology research institutes and companies in defense, nuclear power, and renewable energy, the project aims to create a self-sustaining growth hub centered on local universities.
Expected Effects: Through this project, an annual production-inducing effect of 1.2 trillion won is expected, and 2,464 youth jobs will be created. It is anticipated to contribute to strengthening the competitiveness of advanced industries by leapfrogging into a research and development-focused city.
3. Jin Young Tech-up General Industrial Complex
This project, located in Sasang-ri, Jinyoung-eup, Gimhae City, occupies an area of about 700,000 square meters.
The purpose is to foster industries in future mobility, hydrogen, robotics, and power semiconductors by linking Busan and Ulsan. It aims to induce a transition from existing low-growth manufacturing structures to advanced industries, establishing a hub for regional balanced development and new growth industries.
The expected effects include an annual production-inducing effect of 1.6 trillion won and approximately 2,300 job creation. This project is expected to contribute to upgrading the industrial structure from a focus on small-scale manufacturing to advanced industries.
4. Urban Living Complex
Location: It is located in Hapseong-dong, Masan-Hoe District, Changwon City (behind Masan Station). The area is approximately 970,000 square meters.
The purpose of this project is to create a locally specialized living area for foreign students, workers, and retirees. It aims to harmoniously develop residential, commercial, and business facilities in connection with the future transfer center of Masan Station, evolving into a center for regional economy, culture, and transportation.
Expected effects include an annual production-inducing effect of 0.6 trillion won along with around 1,234 job creation. Additionally, living infrastructure will be expanded for foreign residents and the senior population.
Decision on Rethink of the Changwon Defense and Nuclear Fusion National Industrial Complex
Unfortunately, the Changwon Defense and Nuclear Fusion National Industrial Complex project that Changwon Special City has been focused on has received a decision for re-evaluation due to the need for further analysis during the preliminary cultural heritage investigation process.
Accordingly, Changwon City plans to cooperate with the Ministry of Land and Transport to expedite administrative procedures and do their utmost to secure early selection.
Changwon Special City's Regional Development Strategy
Changwon City aims to revitalize the economy, achieve balanced development, and create youth jobs through the GB release project. Upon completion, an annual production-inducing effect of 10.7 trillion won and 20,589 fixed jobs are expected to be created.
Additionally, the selection of this national strategic project will provide an opportunity to further strengthen Changwon’s status as a city of advanced industries.
The future execution plans are as follows. In 2025, land transaction permit zones will be designated, urban management plans will be changed, and GB release will be pursued. From 2026 to 2027, site development and infrastructure establishment will begin. After 2030, the goal is to complete the development in phases and evolve into a global hub for advanced industries.
