Gangseo-gu Second Eco Delta City, Tri-Port Global Complex Logistics District Development Project / Green Belt Release, Land Transaction Permit Zone Designation (Adjustment) Announcement
The Busan Metropolitan City announced on February 26, 2025, the designation of certain areas in Gangseo-gu as a land transaction permit zone to facilitate the smooth promotion of the Second Eco Delta City and the Tri-Port Global Complex Logistics District development projects.
With this adjustment, 2.31㎢ of the Daewon 2-dong and Gangdong-dong areas have been newly designated as permit zones, while the Songjeong-dong, Hwajeon-dong, and Noksan-dong areas have been expanded from an existing 0.23㎢ to 2.79㎢.
This measure is part of the total exception project for the release of the development restriction zone announced by the Ministry of Land, Infrastructure and Transport on February 25 and pertains to two of the three area strategic projects in Busan, namely the Second Eco Delta City and the Northeast Asia Logistics Platform (Tri-Port Complex Logistics District) project.
Therefore, such changes are expected to positively impact the economy and logistics environment of Busan.
The Second Eco Delta City development project is aimed at building a smart city, while the Tri-Port Global Complex Logistics District is a project aimed at transforming Busan into a Northeast Asian logistics hub.
The newly designated land transaction permit zone is an essential measure to prevent speculation and ensure the stability of the projects, effective from March 3, 2025, to March 2, 2030.
Particularly for the Second Eco Delta City site, additional areas have been included in the recent re-designation of the land transaction permit zone. This change is expected to positively affect regional development.
Once designated as a land transaction permit zone, approval from the district office is required when trading land exceeding a certain area. Particularly, speculative transactions for non-residential purposes are restricted. The area subject to approval includes land exceeding 60㎡ in residential areas, 150㎡ in commercial and industrial areas, and 200㎡ in green areas. This measure contributes to preventing speculation and enhancing the stability of the regional economy.
The Second Eco Delta City is an eco-friendly smart city located in Busan's Gangseo-gu, covering an area of approximately 11.7㎢. This area will feature futuristic residential complexes and AI & bio-healthcare clusters, among others.
Furthermore, the Tri-Port Global Complex Logistics District will be established in the Songjeong, Hwajeon, and Noksan-dong areas, covering approximately 2.79㎢. This area is planned to develop into a global logistics hub connected by ports, railways, and aviation.

Busan City plans to block speculative demand to proceed with large-scale development projects stably and stabilize the local real estate market. However, there are concerns that land trading regulations might negatively impact private development.
In particular, attention is focused on whether the two projects that are being highlighted as future growth engines for Busan can be smoothly promoted. The impact of these changes on the local economy will be closely monitored.
