The redevelopment project of U-dong 3 area in Haeundae District, Busan has officially commenced with the approval of the project implementation plan. This project is receiving significant attention as it's the first time Hyundai Construction's high-end brand 'DH' is being applied in Busan.
The U-dong 3 area redevelopment maintenance project association announced that it received the project implementation plan approval from Haeundae District on February 14. This achievement comes approximately 17 years after the designation of the maintenance zone in September 2007, marking a significant turning point for the maintenance project.
After a public announcement for the project implementation plan approval and project recognition was made in December last year, the plan was officially approved three months later. As a result, the U-dong 3 area redevelopment project is expected to gain further momentum.
The U-dong 3 area is located in the vicinity of 299 U-dong, Haeundae District, covering a total area of 160,727 square meters. This area is expected to have a total of 2,395 households of apartment complexes from 6 basement floors to 39 floors above ground, along with various community facilities.
Hyundai Construction has proposed naming this complex 'DH Acentro', and the total construction cost is expected to be around 1.28 trillion won. This large-scale project is anticipated to significantly contribute to the development of the region.
This area is conveniently located close to Haeundae Station on Busan Metro Line 2, and is just a 10-minute walk from major attractions such as Haeundae Beach and Dongbaek Park, making it an ideal location for tourism and leisure activities.
Moreover, it is near the largest academy region in Busan, as well as prestigious schools such as Haeundae Middle School and Haeundae High School, providing an excellent educational environment.
The U-dong 3 area initially passed building review with a maximum height of 28 floors, but members expressed concerns regarding the project's feasibility. Consequently, new representatives and an executive board were elected in 2023, presenting a design plan for a maximum of 39 floors, which gained 99.9% approval from members and passed the building review again.
The association plans to complete the final asset evaluation of members by the end of this month and intends to start applications for member subscriptions soon. They aim to receive management disposal approval in the first half of next year, begin relocation, and are pushing for project completion by 2030. This process is receiving positive expectations from the members, and successful project progress is anticipated.
Recently, due to the surge in construction costs, it appears that readjustment of construction costs will be unavoidable during the contract signing process. At the time of the provisional contract signed with Hyundai Construction in September 2022, the construction cost was 6.59 million won per 3.3㎡, but construction costs have risen nationally since then. Therefore, it will be necessary to finalize the construction costs, considering inflation rates and other factors before commencing construction.
If pursued as a DH high-end project, construction costs are expected to exceed 8 to 9 million won per pyeong, thus establishing countermeasures is essential. Active responses are required to reflect this situation.

The redevelopment project in U-dong 3 area in Haeundae District, Busan is designated as a maintenance zone and maintenance plan as per Busan Metropolitan City Announcement No. 2007-356 (September 12, 2007), with various modifications made as per announcements No. 2007-419 (November 7, 2007), No. 2018-220 (June 20, 2018), No. 2019-229 (August 14, 2019), and No. 2024-228 (July 24, 2024), and according to Article 50 of the Urban and Residential Environment Maintenance Act, the project plan has been approved and hereby announced in accordance with Article 10 (3) of the Enforcement Rules of the same law.
