Busan City Removes Approximately 5 Million Pyeong of Development Restriction Zone After 17 Years and Actively Promotes Regional Strategic Projects!
Busan City has selected three regional strategic projects in accordance with the development restriction zone removal exception project by the Ministry of Land, Infrastructure and Transport. This will lead to the active progress of Busan's global hub city creation.
The selected projects are Haeundae Advanced Science Park, Second Eco-Delta City, and Northeast Asia Logistics Platform (Tri-port Integrated Logistics District). These projects are expected to contribute to the development of Busan.

Changwon City and Gimhae Jinyeong's green belt removal project consists of various projects.
This includes the Jinhae New Port hinterland development area, the urban convergence technology development (R&D) zone in Changwon, and the Jinyeong Tech-Up General Industrial Complex.

The project excluded from Busan City is the Northeast Asia Logistics Platform, which was promoted for green belt removal in June 2024. This platform was planned to be in the areas of Jukdong-dong, Bongnim-dong, and Hwajeon-dong in Gangseo-gu, and the 3.9㎢ 'Makdo Green City Creation Project' in the area of Daegu-dong in Gangseo-gu was also excluded.
Key Details of Development Restriction Zone Removal in Busan
The Ministry of Land selected 15 projects nationwide through the Cabinet meeting on February 25, and among them, three projects were confirmed in Busan. As a result, approximately 5 million pyeong (about 17㎢) of Busan's development restriction zone has the potential to be released.
1. Haeundae Advanced Science Park
Location: Includes areas of U-dong, Jwa-dong, and Songjeong-dong in Haeundae-gu, as well as the site of the 53rd Division.
Area: Approximately 3.8㎢.
Purpose: To compress and relocate the existing military facilities of the 53rd Division and utilize the site to create an advanced industry R&D cluster.
The goal is to develop Busan as the economic and industrial center of Northeast Asia by promoting defense R&D, high-tech, and AI new industries. In addition, there are plans to develop it as a hub for defense and advanced technology in connection with national strategic industries.
The Advanced Science Park is not simply relocating the 53rd Division but plans to 'compress and relocate' it and create an advanced industry R&D cluster in the remaining space.
The development is expected to proceed by utilizing idle land near Haeundae Station on the Donghae Line. The 53rd Division's New Recruit Training Unit is no longer conducting training, and the nearby National Defense Hospital in Busan has already closed, creating idle land. It seems likely that such land could be utilized.
However, since the Songjeong Reserve Forces Training Center still maintains its functions, the entire relocation of the 53rd Division is not expected to take place. It is anticipated that these changes will have a positive effect on the development of advanced industries.
Expected effects are as follows:
First, the local economy will be revitalized and youth jobs will be created.
Second, attracting global companies and research institutes will help create a future-oriented advanced city.
Third, balanced regional development will be achieved through harmonious redevelopment of military facilities.
2. Second Eco-Delta City
Location: The area west of Gimhae Airport in Gangdong-dong, Gangseo-gu.
Area is approximately 10.4㎢.
The main purpose of this project is to create a future aviation industry, digital tech, and MICE cluster in connection with the hinterland of Busan New Port and the new airport on Gadukdo. It also contributes to improving the segmented public transportation network in western Busan and building a smart city.
Additionally, it aims to create a low-carbon green city through eco-friendly urban development.
In April 2024, the Second Eco-Delta City and associated areas including Daejeo-dong 1, Daejeo-dong 2, Gangdong-dong, Bongnim-dong, and Beombang-dong in Gangseo-gu were re-designated as a land transaction permit zone.
Busan aims to develop into an international green advanced industry hub. It strengthens competitiveness by forming a future-oriented airport industry and smart logistics cluster. Additionally, it is promoting plans to attract youth population by creating youth housing and innovation centers.
3. Northeast Asia Logistics Platform (Tri-port Integrated Logistics District)
Location: Includes areas of Hwajeon-dong, Songjeong-dong, and Noksan-dong in Gangseo-gu, with an area of approximately 2.8㎢.
The purpose of this project is to connect Gadukdo new airport with the Busan New Port, and create a composite logistics complex that integrates airports, ports, and railroads. This aims to establish a composite logistics system linking maritime and air transport to enhance global logistics competitiveness.
Furthermore, the introduction of e-commerce specialized districts aims to elevate it to become Northeast Asia's e-commerce hub.

Expected effects include strengthening South Korea's global logistics competitiveness as a key logistics hub in the southern region.
Additionally, synergies from advanced manufacturing and smart logistics can lead to new business models being created.
This is expected to create approximately 19,500 jobs and contribute to revitalizing the local economy.
Expected Effects and Future Plans for Development Restriction Zone Removal
There is a need to address the issue of insufficient developable land through the attraction of new growth industries, invigorate the local economy, resolve the concentration phenomenon in the metropolitan area, and enhance Busan's competitiveness. To achieve this, tailored development for each region should present directions suitable for urban development based on regional characteristics.
The future direction includes establishing basic plans for the project and obtaining approval for development restriction zone removal by 2025. From 2026 to 2027, site development and infrastructure creation will begin. Then, from 2030 onward, through phased completions, plans are in place to develop into a global hub city.
With this removal of the development restriction zone, Busan intends to improve regulations that hinder regional development, and leap forward as a global economic center through the creation of advanced industries and eco-friendly smart cities. This way, Busan will lay the foundation for further development.
