This section introduces the key results of the first and second deliberations of the Ulsan Metropolitan City Building and Housing Joint Committee held on January 10 and February 14, 2025.
In these deliberations, both the apartment construction project in 105-1 Jung-san-dong, Buk-gu, Ulsan, and the apartment new construction project in the Ulsan KTX Station Development Zone A3BL in Samnam-myeon, Uljin-gun received conditional approvals. This is expected to positively influence the procedures that will follow.
In particular, in 105-1 Jung-san-dong, Daehan Global Industry and Dongwon Vista are anticipated, and in the Ulsan KTX Station Development Zone A3BL, ADNITY DNC Co., Ltd. is expected to participate. These projects are expected to invigorate the real estate market in Ulsan and contribute to the development of the community.
1. 105-1 Jung-san-dong - Daehan Global Industry, Dongwon Vista Expected
The city of Ulsan announced on January 10 that the apartment construction project located at 105-1 Jung-san-dong, Buk-gu, was conditionally approved in the first session of the 2025 Building and Housing Joint Committee.
This project, initiated by Daehan Global Industry, is a large-scale development project that includes a total of 10 buildings with 998 units of apartments and neighborhood living facilities, structured from 3 basement floors to 26 floors above ground.
The committee presented several conditions for this project. First, it required measures to prevent vehicle noise in the area adjacent to the heavily trafficked Autobahn. Additionally, they requested the enhancement of safety measures for the underground parking lot to prevent flooding during heavy rains and the establishment of maintenance plans for public pedestrian pathways. Finally, they emphasized the need for nightscape lighting design considering the urban landscape.
105-1 Jung-san-dong, Transition from Local Housing Association to Private Development
The site was originally under the promotion of the Yak-su Village Local Housing Association, but the project was halted due to difficulties in recruiting association members and securing land. Subsequently, Daehan Global Industry acquired the key site and received construction permission for 939 units in December 2023.
Recently, they have planned to increase the number of buildings from 9 to 10 by purchasing an additional area of about 350 pyeong of land. This necessitated another review by the construction committee.
Considering that the changed review process is currently underway after the additional purchase, it seems that the issues raised at the initial stages concerning artifacts have also been resolved. Such changes are expected to have a positive impact on the progress of the project.
Relationship between Daehan Global Industry and Dongwon Development
The primary owner of Daehan Global Industry is Vice Chairman Jang Ho-ik, the eldest son of Jang Bok-man, the founder of Dongwon Development. The company is conducting development projects, primarily handled by Dongwon Development for construction. Therefore, it is highly likely that the representative brand of Dongwon Development, 'Vista Dongwon', will be used for this site.
Meanwhile, there were controversies in the past regarding the land acquisition process by the Yak-su Village Local Housing Association in the Ulsan area. At that time, the key site was pre-purchased at a price higher than market value by Company B (DWD), and later, as the association failed to secure land, it went to auction. Ultimately, Company C (Daehan Global Industry) won the bid for 44.4 billion won, and the association claimed that both Company B and Company C, being affiliates of Dongwon Development, intentionally obstructed the project.
In response, Dongwon Development stated, “Each corporation individually purchased the land according to normal procedures after seeing the auction notice, and the claims regarding holding back are untrue.” In this context, it is essential to pay attention to how future development projects in Ulsan will proceed.

2. Ulsan KTX Station Development Zone A3BL - ADNITY DNC Co., Ltd.
The city of Ulsan conducted deliberations on the apartment construction project to be established in Sinhwa-ri, Samnam-myeon, Uljin-gun, at the Ulsan KTX Station Development Zone on February 14, which was conditionally approved.
Currently, the development zone has not begun site preparation, but with the approval of the apartment construction project, rapid progress on the A3 site is anticipated.
This review included 20 experts from various fields, including the Director of the Construction and Housing Bureau. They thoroughly discussed the main aspects such as architectural elevation plans, landscape planning, traffic flow measures, and pedestrian environment improvements.
Continuous interest and support are required for this apartment construction project to successfully contribute to the development of Ulsan.
1,320-unit Large-Scale Apartment, Conditionally Passed
The apartment complex under review consists of 9 buildings with 35 floors above ground and 3 basement floors, and a total of 1,320 units will be supplied. Since this complex is located within the Ulsan KTX Station Development Zone, it is expected to be a crucial hub driving residential and commercial activation in the area.
The committee emphasized that since the complex is close to Ulsan KTX Station, there is a high likelihood of concentrated pedestrian flow and traffic, and therefore, pedestrian safety must be prioritized. Additionally, they instructed to connect the exits and entrances to the school commuting routes by reflecting the site's proximity to elementary, middle, and high schools.

Traffic, Landscape, and Safety Measures Ordered
The committee requested the establishment of sufficient vehicle pathways for smooth movement of operational vehicles and improvements in operational areas. They also urged the adjustment of ground height to reduce the steepness of ground roads to enhance pedestrian safety.
From a landscape perspective, they recommended modifying the direction of rooftop lighting to be downward to prevent light pollution. Additionally, they directed to reinforce the floor and finishing materials of welfare facilities such as childcare centers and community care centers with safer materials.
The committee emphasized the need to adopt construction methods suitable for the specific geological conditions of the site to ensure stability during the construction process, given that the site has unique topographical features. These measures are meant to create a safe and pleasant environment, which will greatly assist future progress.
