Ministry of Land lifts development restriction zones, selects 15 'National and Regional Strategy Projects' in Non-Capital Areas
The Ministry of Land, Infrastructure and Transport selects 15 national and regional strategy projects in non-capital areas for 2025 and officially begins the process of lifting development restriction zones (GB). This selection aims to foster regionally specialized industries and revitalize the local economy, expecting a balanced development effect.

Lifting of Development Restrictions, A Turning Point for Local Economic Revitalization
The Ministry of Land presented a plan for the lifting of development restrictions at a public discussion held in Ulsan last February and proposed ways to lift restrictions in development restriction zones for balanced development in non-capital regions. Since then, related guidelines have been amended and regulations have been established to allow lifting in areas rated 1 and 2 for environmental assessments by designating alternative sites.
This selection of projects was finalized after 33 project applications were received from six regions including Busan, Daegu, Gwangju, Daejeon, Ulsan, and Changwon, followed by professional evaluations and deliberations in the State Council. This process carries significant meaning as a new turning point for regional development.
As a result, it is expected that the development of non-capital regions will be significantly promoted.
The national and regional strategy project sites selected by the Ministry of Land total 15, and these areas are expected to contribute significantly to economic development in the future. In particular, Busan City plans to lift 10 million pyeong of greenbelt and promote the creation of the Northeast Asia Logistics Platform and the second Eco Delta City. Plans are also in place to build an Advanced Science Park in Haeundae. These projects were announced in a post published in June 2024. Balanced Development and Fostering Regional Specialized Industries
In this GB lifting project, the establishment of industrial and logistics complexes accounts for the largest portion with 10 projects. This will serve as a foundation for fostering advanced industries such as automobiles, semiconductors, hydrogen, and secondary batteries.
Through these projects, a production-inducing effect of 124.5 trillion KRW and the creation of 380,000 jobs are expected. In particular, the Gwangju Future Vehicle National Industrial Complex and the Daejeon Nano·Semiconductor National Industrial Complex are expected to speed up their project advancement in connection with the existing national industrial complex plans.
This development is expected to significantly contribute to economic growth and job creation.
Prevention of Real Estate Speculation and Project Schedule
The Ministry of Land plans to designate land transaction permit zones for the recently selected areas and monitor abnormal transactions in the real estate market. In this regard, after discussions with relevant agencies and completing administrative procedures, the plan is to begin the lifting of GB restrictions as early as 2026.
