Ulsan City has finalized three projects as part of the 'National and Regional Strategic Projects in Development Restriction Areas': the Ulsan Hydrogen Fusion and Complex Valley Project, the Ulsan U-Valley National Industrial Complex Project, and the Seongan and Yaksu General Industrial Complex Project.

This decision allows these regions to be exempt from development restrictions regardless of environmental evaluation grades, which is expected to accelerate project implementation. This is anticipated to have a positive impact on the development of the Ulsan region.

Additionally, detailed information regarding the Ministry of Land's content on the release of green belts in development restriction areas and the selection status of national and regional strategic projects in Busan, Changwon, and Gimhae Jinyeong areas can be referenced through the link below.

What are National and Regional Strategic Projects?

image

National and regional strategic projects are local government-led initiatives aimed at revitalizing the local economy and fostering specialized industries to contribute to balanced development. These projects are selected after review by the Central Urban Planning Committee and the Cabinet.

Selected regions can be exempt from development restrictions regardless of environmental evaluation grades, facilitating the acquisition of key industrial sites that were previously difficult to secure for project advancement. This system was first announced last February during the Ulsan Citizens' Forum as one of the 'regulatory innovations for development restriction areas'.

Since then, Ulsan City has focused its administrative efforts to prove the necessity and validity of the projects, resulting in the final selection of these three projects for Ulsan. This is expected to contribute to revitalizing the local economy and improving the quality of life for residents.

Selected National and Regional Strategic Projects in Ulsan City

1. Ulsan Hydrogen Fusion and Complex Valley Project

image

Location: A large-scale industrial site will be developed in the areas of Okdong and Du-wang-dong in Nam-gu.

The main objective of the project is to establish a core hub for the hydrogen industry. To achieve this, the existing techno-industrial complex will be expanded, focusing on fostering future eco-friendly energy industries. Furthermore, public facilities such as residential facilities and youth startup spaces will be enhanced to improve living conditions. Plans are also in place to expand convenience facilities in connection with Ulsan Sports Park.

Through these projects, it is expected to foster eco-friendly industries, invigorate the local economy, and position Ulsan as a leading city in the hydrogen industry. In addition, it is anticipated to facilitate job creation and attract the youth population.

2. Ulsan U-Valley National Industrial Complex Project

image

Location: Located in the Yongam-ri area of Cheongnyang-eup, Ulju-gun.

Area: A large-scale industrial complex site will be developed.

Project Objective:
The plan is to create a specialized industrial complex for secondary batteries to advance the industrial structure. Additionally, through the expansion of the Onsan National Industrial Complex, the goal is to enhance synergies with key industries such as petrochemicals and non-ferrous metals and to create new growth engines through advanced material production.

Expected Effects:
By fostering the secondary battery industry, it is anticipated to strengthen global competitiveness and enhance industrial competitiveness through the clustering of advanced material industries. Furthermore, by attracting high value-added industries, it will contribute to revitalizing the local economy.

3. Seongan and Yaksu General Industrial Complex Project

image

Location: Located in the Seongan-dong and Yaksu-dong areas of Jung-gu, Ulsan.

Area: It will be developed as a large-scale industrial site.

Project Objective: To create the first industrial complex in Jung-gu, fostering low-carbon and eco-friendly energy industries and strengthening the regional economic base through green smart industrial complexes. Additionally, it aims to promote the influx of the youth population and improve living conditions.

Expected Effects: Economic revitalization in the Jung-gu area and job creation for youth are anticipated, building a new industrial ecosystem centered on low-carbon and eco-friendly industries. This will secure the potential to develop into an urban smart industrial complex.

Ulsan City's Response and Future Plans

Ulsan City expects to generate approximately 20 trillion won in production effects through the newly confirmed three projects. This is also expected to yield employment effects for around 130,000 people.

Looking ahead, plans include immediately designating the planned project sites as land transaction permit zones to prevent real estate speculation. This measure aims to enhance the stability of the real estate market.

Furthermore, procedures for releasing development restrictions will be swiftly promoted to expand large-scale industrial land. Efforts will be made to establish real estate transaction order for smooth project implementation. For projects not selected, supplementary work will be carried out and additional promotion will take place after consulting with the Ministry of Land, Infrastructure and Transport.

An official from Ulsan City emphasized that "the selection of these national and regional strategic projects was greatly supported by citizens and the collaboration of the regional political sector." He added that "Ulsan will actively pursue core industrial cultivation and expand industrial infrastructure for sustainable growth."
