Progress of Underground Railway from Busanjin Station to Busan Station and Development Plans in Connection with North Port Redevelopment
The underground railway between Busanjin Station and Busan Station has been confirmed as a leading national railway underground project by the government. This project is linked to the redevelopment of Busan Port's North Port, aiming to create artificial ground on the Gyeongbu Line rail site and develop it over an area of 370,000 m².
According to the perspective plan of the Busan Station underground project provided by Busan City, a total project cost of 1.8 trillion won is expected. The project section includes the Busanjin CY (container yard) and the Busan Station marshalling yard, with a total length of 2.8 km. This project is expected to greatly contribute to the improvement and development of transportation in the Busan area.
Overview of the Busanjin Station to Busan Station Underground Railway Project
The government intends to establish a basic plan for the underground railway connecting Busanjin Station and Busan Station by the first half of 2025. The project section is set at 2.8 km, including Busanjin CY and the Busan Station marshalling yard.
The development method will proceed by relocating existing railway facilities to the New Busan Port and creating artificial ground. The development scale is about 370,000 m², equivalent to the size of 52 soccer fields. The total project cost is expected to be approximately 1.8 trillion won.
This project will be carried out in connection with the North Port redevelopment that Busan City is promoting. When applying for the leading railway underground project, Busan City submitted a total of 11.7 km underground railway plan to the Ministry of Land, Infrastructure and Transport, including the 8.9 km section from Gupo to Gaya. However, it was ultimately decided that only the section between Busanjin Station and Busan Station would be prioritized.
These plans are expected to significantly contribute to the improvement of Busan's traffic situation and regional development.
Synergy Effect of Railway Underground Project and North Port Redevelopment
Busan City plans to integrate the railway underground project with the second phase of North Port redevelopment and the development of the Busanjin CY site. This project will proceed in conjunction with the North Port redevelopment, creating artificial ground above the railway and establishing a marine institution cluster.
The development of the Busanjin CY site is expected to be carried out by selling Korea Rail's land to secure project viability. Additionally, by relocating the Busan Station marshalling yard, the utility of the railway site will be maximized, and a connecting axis between the old city center and North Port redevelopment area will be created to resolve disconnection.
Busan City is pushing to secure project viability through the prioritization of the economically viable Busanjin CY and Busan Station marshalling yard sites. However, there are concerns that the relocation project of Busanjin CY and the Busan Station marshalling yard, initially linked to the relocation of the New Port in 2024, may be delayed as it is tied to the second phase of the North Port development. Similar to the concept presented in the interim report for the establishment of the urban vision realization strategy for the second phase of the North Port redevelopment project, there are plans to green and park the upper deck of the railway.

The upcoming schedule is as follows.
In the first half of 2025, the establishment of the basic plan will commence. Following that, detailed design will be conducted from 2027 to 2029.
From 2030 to 2035, relocation of Busanjin CY and construction of artificial ground will take place, and from 2031 to 2037, site creation and sales will proceed.
Background and Significance of the Railway Underground Project
A year ago, there was an analysis of the possibility of railway underground in Busan. It was believed that if this project was linked to the development of the Busanjin CY site, project viability would significantly improve. As predicted, it has been decided that the Busanjin CY, relocation of the Busan Station marshalling yard, and the second phase of North Port redevelopment will proceed together.
Currently, an early commencement task force meeting has been held for the second phase of the North Port redevelopment project, increasing the chances for the resumption of the project planning service.
If the project plan is confirmed, among the second phase sites, Busanjin CY, Busan Station marshalling yard, and Jaseongdae 5th dock that can be implemented immediately without compensation procedures are expected to be prioritized as the first project.
Additionally, the Busan Station underground project is also expected to proceed. These plans are anticipated to have a positive impact on the development of Busan.
The railway underground project in Busan aims to revitalize the old city and strengthen urban competitiveness alongside the North Port redevelopment. Once completed, various positive effects are expected, including the reorganization of Busan's city center, modernization of railway facilities, and enhancement of port functions.
