2025 Busan City 2nd Architectural Landscape Review Committee Results
The main results of the 2nd meeting of the Busan Architectural Landscape Review Committee held on March 11, 2025, are reported.
The site 'The Mare Haeundae' located at 649-5 Woo-dong, Haeundae-gu has been conditionally approved to change its use from an officetel to a tourist hotel. The hotel will be structured from 2 basement floors to 27 above ground floors and will have a total of 94 rooms.
The construction of the 'MDM Complex Facility' at 651-2 Woo-dong (Grand Hotel site) has already been publicly known, as it received conditional approval after applying for review. It is now set to proceed to the next stage.
Additionally, there are plans for the construction of a tourist accommodation facility at 649-5 Woo-dong, which is being handled by Mugunghwa Trust. Furthermore, the construction of a hotel complex facility in the same area is also being actively pursued, with 'MDM Plus', located at the Grand Hotel site, managing that project. These developments are expected to greatly contribute to the advancement of Haeundae-gu.
Construction of Tourist Accommodation Facility at Woo-dong 649-5, Mugunghwa Trust
The 2nd Architectural Landscape Review Committee held on March 11 reviewed the building at Woo-dong 649-5, Haeundae, Busan. Originally planned as a high-end officetel 'The Mare Haeundae', the site was converted into a tourist hotel with a scale of 2 basement levels and 27 floors above ground through the review. This hotel is expected to consist of a total of 94 rooms.
Originally, this site was to house a luxury officetel 'The Mare Haeundae' with ocean view sky garage. In particular, it was noted for being a premium residential facility connected to Warner Cheongdam, featuring special spaces that could be utilized individually across all floors and interior options using selectable minor options.
However, following the recent review results, the use of this facility has been changed from an officetel to a tourist hotel, and the building scale has also expanded from the original 20 floors to 27 floors. These changes are expected to positively impact the local economy and tourism industry.
Adjustments to the appearance and finishing materials of the building will be made. The architecture committee has requested changes in patterns to prevent the exposed concrete finish at the lower levels from looking excessively monotonous and has instructed to consider material segmentation plans to reduce the intimidation factor in elevation designs.
In addition, inspections of the safety and proper placement of the car lift (from the 2nd to the 7th floor) are needed, and detailed design supplements such as adjustments to the color of low-emissivity double glazing are demanded. These adjustments are expected to contribute to the overall quality enhancement of the building.
This situation is analyzed as one of the reasons that the ultra-luxury officetel business in the Haeundae region is facing increasing difficulties. The recent case of 'Orpent Haeundae', which boasted a sale price of over 60 billion won in the Jung-dong area of Haeundae and has yet to even break ground, demonstrates this well as it has been put up for auction. Thus, the actuality of the officetel project, aimed at high-end residential facilities, is facing circumstances that make it difficult to proceed in Haeundae.
According to the results of the architectural committee's review, it is expected that the perspective of 'The Mare Haeundae' will change significantly. The transition from an original premium officetel to a tourist hotel will likely result in a re-evaluation of the project's viability, alongside changes in demand for accommodations in the Haeundae area.

Construction of Hotel Complex Facility at Woo-dong 651-2, Grand Hotel Site, MDM Plus
MDM is actively pursuing a large-scale development project that includes the Grand Hotel site located in Woo-dong, Haeundae. In the 2nd Architectural Landscape Review Committee held on March 11, a conditional approval was given for the construction plan of four buildings scaled from 8 basement floors to 49 above ground floors.
MDM acquired the Grand Hotel in 2020 for approximately 240 billion won and expanded the development site by additionally purchasing the 'Ibis Budget Ambassador Busan Haeundae' hotel earlier this year. Consequently, a large-scale complex facility will be created on a total area of 12,594㎡, comprising 521 officetel units, 310 hotel rooms, and 91 condos.
This project is expected to significantly contribute to the development of the Haeundae area.
According to the recent review results, the maximum height of the building is determined to be 171.115m, while originally planned facilities of officetels, hotels, and condos will remain as planned. This area prohibits the construction of residential buildings but allows for ultra-high-rise development as a commercial area with a floor area ratio incentive of 1,200%.
Thus, MDM plans to establish an ultra-high-rise complex that will become a landmark in Haeundae. These developments are expected to positively impact the local economy.
The architecture committee has requested to supplement building wind prevention measures, evening landscape lighting plans, and the durability of wave-shaped designs in the recent review. Additionally, it recommended separately planning the access routes for officetels and maximizing the piloti space on the first floor to enhance openness.
Currently, ultra-luxury officetel projects in the Haeundae region have faced multiple challenges, and there is increased interest in how this development by MDM will affect the Haeundae real estate market. It is essential to watch how this project will bring about changes in the local economy in the future.
