Busan City & People Power Party Busan, Holding the 'Regional Cooperation Council' for Old Town
Busan City and the Busan Party of the People Power Party have extended a hand to solve issues in the old town.
The 'Regional Cooperation Council' to be held at 4 PM on March 21 is expected to have in-depth discussions about major local issues, including the construction plan for the urban railway 'Busan Port Line'.
This is an extension of the regional councils that have been held since last year, showing a commitment to actively operate a government-party cooperation system aimed at bringing practical changes to the lives of citizens.
Detailed materials for each project will be posted as they become available after the council meeting.
Joint Announcement of the Urban Railway 'Busan Port Line' Construction Plan
The most notable topic at this council is the construction plan for the urban railway 'Busan Port Line'. In relation to this, Busan City and the Busan Party of the People Power Party officially announced their commitment to the project through a joint press conference prior to the council.
The 'Busan Port Line' is expected to be a critical axis in expanding the urban railway network centered around the old town, organically connecting Busan Port, the North Port redevelopment area, and key regions of the old town. It is expected to improve Busan's transportation system and enhance the convenience of citizen mobility.
The Busan Port Line appears to be a project connecting to the tram currently under construction in the North Port area, known as the C-bay tram, and the Yeongdo Line. Integration plans for the C-bay-Park Line with the Yeongdo Line are being considered, and if this integration occurs, it is reported that the B/C ratio will exceed 0.8.
North Port Redevelopment and Gyeongbu Line Underground, Key Projects Driving Busan's Major Transformation
The council discussed key agendas including ▲ North Port Redevelopment (Stages 1-3) and ▲ Leading Project for Gyeongbu Line Railway Underground. The North Port area has significant potential to develop into a global financial hub where youth, capital, and innovation converge. Additionally, the underground project for the Gyeongbu Line is gaining attention as an important project to solve the issue of urban disconnection and to creatively redesign urban space.
Mayor Park Hyung-joon has stated that North Port should be developed into a future-oriented economic and financial center. He emphasized that active support from the Busan Party of the People Power Party is necessary to develop the old town as Busan's innovation engine.
Discussion on Easing Height Restrictions and Installing BRT, Practical Lifestyle Issues Discussed
Additionally, issues closely related to citizens' daily lives, such as ▲ Lifting of height restrictions in the old town, ▲ Installation of Taegang-ro BRT near Lotte Tower, and ▲ Opening of the 2nd Taeji Tunnel road, were discussed in depth.
The lifting of height restrictions is a measure to promote the regeneration and development of the old town, while the installation of BRT focuses on improving the accessibility of public transport and reducing traffic congestion.

Discussion on Relocation of Industrial Bank to Busan and Establishment of Special Law for Global Hub City
This council also discussed legislative and policy tasks that should be addressed by the central government and the National Assembly, in addition to local key issues. Among the key issues is the relocation of the Industrial Bank of Korea's headquarters to Busan and the establishment of a special law for creating the Busan Global Hub City.
Particularly, the relocation of the Industrial Bank goes beyond simply moving a financial public institution and can become an essential foundation for Busan to grow as a financial hub in Northeast Asia. These discussions are expected to bring positive changes to the local economy and financial environment.
Results of the Council and Future Plans
The purpose of this council extends beyond merely collecting local opinions. It includes tasks linked to national projects such as ▲ expanding CIQ personnel (International flights from Gimhae Airport) and ▲ creating a Global High Medical Hub Special Zone, proposing an organic cooperation model between legislation, administration, and politics.
Busan City plans to continue holding regional councils until April and will further expand regular channels for government-party discussions such as the Budget Policy Council for 2025. Various discussions aimed at local development are expected to take place through these efforts.
The Beginning of Substantial Discussions to Change Citizens' Lives
The 'Regional Cooperation Council' recently held is not just a political event, but has established itself as a platform for cooperation to solve local issues related to citizens' lives.
During the meeting, major challenges related to balanced regional development, including urban railways, redevelopment, financial relocations, and living SOCs were discussed in depth. These discussions are expected to be a significant turning point for Busan to develop into a citizen-centered city.
