2025 Busan City 3rd Architecture Committee Review Results
The main review results of the Busan Metropolitan City's Architecture Expert Committee and the Architecture Committee held on March 18, 2025, have been announced.
The city of Busan is promoting a pilot project for the revitalization of special architectural zones to reflect innovative designs from world-renowned architects. The selected project sites include Nampo-dong Harbor Town, Yeongdo Collective Hills, and the reconstruction maintenance project of the Namcheon District 2.
These efforts aim to enhance urban development and architectural culture in Busan.
'Nampo-dong Harbor Town', located at 10, Nampo-dong 6-ga, Jung-gu, was conditionally approved. In contrast, the new construction project of 'Yeongdo Collective Hills' adjacent to 24 parcels at 414-50 Cheonghak-dong, Yeongdo-gu was passed as originally proposed.
Both regions will receive administrative advantages such as design fee support and simplification of permitting processes along with the easing of building regulations. In particular, the maximum floor area ratio is expected to be permitted up to 1.2 times the legal standard, allowing for more flexible development.
Nampo-dong Complex Town includes 10 parcels at 10, Nampo-dong 6-ga and 9 other parcels, while Yeongdo Collective Hills is a special architectural zone consisting of 24 parcels including 414-50 Cheonghak-dong, Yeongdo-gu. These changes are anticipated to positively affect local development.
Nampo-dong Harbor Town Special Architectural Zone - 10 parcels including Nampo-dong 6-ga, Jung-gu
The 'Nampo-dong Harbor Town' project ongoing in the Jung-gu area of Busan received conditional approval at the 3rd Busan Metropolitan City Architecture Committee meeting on March 18, 2025. This project is a pilot initiative for revitalizing special architectural zones in Busan, being one of the innovative urban regeneration projects involving world-class architects.
This project is led by Junglim Architecture, collaborating with the famous Dutch design firm MVRDV to enhance the quality of design. The building will have 6 basement levels and 45 above-ground floors, with a total floor area of 85,636.26㎡ as a high-rise mixed-use building.
It will include residential units, accommodation facilities, and neighborhood commercial facilities, aiming to serve as a mixed-use development. Nampo-dong Harbor Town is expected to become a hub for local economy and culture.
According to the decisions made by the Architecture Committee for projects within the special architectural zone, Article 55, 56, and 60 of the Building Act will not apply. However, standards for landscaping and securing public space within the site will be relaxed and specific guidelines are recommended. In particular, more thorough design reviews are required to ensure public interest aspects such as scenery from the direction of the Ggangtong Market, the density of buildings at the back, and the creation of beach plazas. Additionally, harmony with surrounding cities, enhancing spatial awareness within the facilities, and providing public services linked with traditional markets were included as conditions for review.
However, due to the nature of high-rise construction, this project is likely to face several challenges including financing and ensuring profitability. Therefore, the capabilities of private developers and financial planning will play significant roles moving forward. It remains to be seen whether this will become a symbolic building that can alter the skyline of downtown Busan.

The city of Busan is promoting the 'Yeongdo Collective Hills' project as one of the pilot initiatives for revitalizing special architectural zones. This project passed the original plan in the 3rd Busan Metropolitan City Architectural Committee meeting on March 18, 2025.
The project is located at 414-50 Cheonghak-dong, Yeongdo-gu, Busan, and designated as a second-class general residential area along with restricted livestock breeding zones. It will include low-rise tourist accommodations and neighborhood facilities with a total floor area of 3,119.32㎡.
Located in Busan, the Riul Dorang Architectural Design Office has partnered with the world-renowned architectural design group MVRDV to showcase a unique design. They have gained attention for creating buildings that reflect both local characteristics and public purpose.
The building is planned to be 1 basement level and 3 stories high, harmoniously combining reinforced concrete and wooden structures. It is planned as one building, with a building coverage ratio of 29.80% and a floor area ratio of 35.41%. The key feature of this project is the low-density development considering harmony with nature.
The Architecture Committee required roles beyond just cafes and shops to enhance public interest, however, the overall planning proposal was positively received and approved unconditionally. In particular, the introduction of accommodation services like Airbnb can attract external tourists, presenting possibilities as a tourism hub in cooperation with local businesses, which is expected to contribute to the revitalization of the local economy.
The 'Collective Hills', reflecting the unique terrain and lifestyle culture of Yeongdo, is expected to develop into a complex space connecting local communities and external tourists, going beyond being just accommodation. These changes will contribute to the activation of the local community.
