Promotion of Busan UN Park's Forest of Peace / Designation of Implementer for Urban Planning Facilities Project (UN Memorial Park) and Announcement of Implementation Plan Approval
Busan UN Memorial Park is the only place in the world with a UN military cemetery, which is set to be newly developed into the 'Forest of UN Peace'. The city of Busan announced plans to officially commence construction on March 26, 2025, through the designation of the project implementer and the announcement of the implementation plan related to the urban planning facilities project.
The main goal of this project is to create a solemn memorial space that connects a forest and a cemetery using approximately 4,917㎡ of land in the DaeYeonDong area of NamGu. The head of the Busan Green City Development Project Office has been appointed as the project implementer, and construction is planned to begin within 6 months from the date of approval.
After construction begins, the aim is to be completed within 8 months, with a specific schedule targeting to start construction in early 2025 and to complete by the end of the year. As a result, the Busan UN Memorial Park is expected to transform into a more meaningful space.
Starting from May 2023, the city of Busan has been conducting detailed design services for the establishment of the 'Forest of UN Peace' over an area of 176,000㎡ including DaeYeon Arboretum, Sculpture Park, and green spaces. This announcement marks the beginning of a specific implementation plan for the 4,917㎡ designated as an urban planning facility project in this area, indicating a connection to the overall forest development project.
The UN Memorial Park is the world’s only UN military cemetery where the remains of over 2,300 soldiers from 11 countries who fought during the Korean War are interred, making it a symbolic place that is consistently visited by veterans and their families worldwide. Recently, there has been an increasing trend of requests for posthumous burial in accordance with the will to be buried beside comrades.
These projects are expected to greatly contribute to enhancing Busan's historical and cultural value.
The city of Busan aims to register the UN Memorial Park as a World Heritage site. As part of this process, the establishment of the 'Forest of Peace' project is being promoted to enhance its international status. Once completed, the park is expected to transform into a complex space that harmonizes memorial, education, and relaxation.

Announcement of Designation of Implementer and Approval of Implementation Plan for Urban Planning Facilities Project (UN Memorial Park)
1. Pursuant to the Ministry of Construction and Transportation Announcement No. 1971-185 (April 6, 1971), the urban management plan was decided, and Busan Metropolitan City Announcement No. 2024-307 (September 25, 2024) notified the final change of the urban management plan (UN Memorial Park Development Plan). In accordance with Article 86, 88, 91 of the Act on the Planning and Use of National Territory and Articles 96, 97, 100 of the Enforcement Decree of the same Act, the designation of the implementer for the urban planning facilities project and the implementation plan are hereby announced as follows.
