Changwon City, Project requesting reflection of the 5th Urban Area Metropolitan Transportation Implementation Plan

Gyeongsangnam-do has completed 1 out of 9 projects in the 4th Metropolitan Transportation Implementation Plan (2021-2025), and the remaining 8 projects are currently in progress.

Changwon City proposed 3 new projects including the new metropolitan railway, BRT, and public cargo terminal, as well as 2 modification projects for the 5th plan.

1. Noksan-Jinhae Metropolitan Railway (Total Project Cost 788.9 Billion Won, 70% National Funding Expected)

A metropolitan railway connecting Noksan in Busan's Gangseo District to Wungdong 1-dong in Changwon's Jinhae District is being pursued. This project aims to extend the Busan Light Rail Hadan-Noksan line to Jinhae and is expected to strengthen connections with the New Port.

It is expected to expand intercity exchanges between Busan and Changwon and lead to population influx. The project period is from 2025 to 2034, with a line length of 6.67km.

2. Changwon-Jinhae BRT (Total Project Cost 38 Billion Won, 50% National Funding Expected)

The project overview includes the establishment of a BRT connecting the Gaeumjeong Intersection in Changwon to the New Port Entrance Intersection. This project serves both urban and metropolitan BRT functions and contributes to alleviating traffic congestion. Included in the Ministry of Land, Infrastructure, and Transport's 'Comprehensive Plan for the Bus Rapid Transit System (BRT)', it will be carried out from 2028 to 2033, with a total line length of 31.0km.

3. Jinhae Eastern District Public Cargo Terminal (Total Project Cost 30.5 Billion Won, 85% Provincial Funding Expected)

A public cargo terminal will be established at 139-38 Namyang-dong, Jinhae District. This project aims to secure parking space and enhance logistics transportation efficiency.

It is expected to be reflected in December 2024, following the Ministry of Land, Infrastructure, and Transport's ‘5th Comprehensive Plan for Truck Rest Facilities’.

The project period is from 2023 to 2027, covering an area of 42,465㎡.

4. Masan Station Future Transfer Center (Total Project Cost 79.8 Billion Won, 30% National Funding Expected)

The project aims to strengthen connections between Masan Station and public transport such as BRT and trams. It is a project that creates a cultural square within the transfer center to enhance the city's vitality. The project cost reflected in the basic plan has been included.

The project period is from 2024 to 2028 with a site area of 26,263㎡.

5. Naeseo-eup Public Cargo Terminal (Total Project Cost 37.2 Billion Won, 85% Provincial Funding Expected)

The project overview pertains to the public cargo terminal being established at 388 Won-gye-ri, Naeseo-eup, Masan-Hoe District. This project aims to secure parking space and enhance the efficiency of logistics transportation.

Due to the time required for securing project costs, the project period has been extended, now spanning from 2017 to 2027. The site area is planned to be 48,061㎡.

Changwon City, Strategic Promotion for Expansion of the Metropolitan Transportation Network

Changwon City submitted the first demand survey to Gyeongsangnam-do to reflect new projects in the 5th Urban Area Metropolitan Transportation Implementation Plan. This survey is scheduled to take place until December 6, 2024, after which it will be finally submitted to the Metropolitan Transport Committee by December 27.

In 2025, the Metropolitan Transport Committee will finalize project supplements and promotion strategies through the 2nd research on the metropolitan transportation implementation plan. Accordingly, Changwon City plans to secure grounds for national and provincial funding by reflecting plans in national plans and continuously strive for the expansion of the metropolitan transportation network. Through this process, Changwon City aims to contribute to traffic network improvements and regional development.

Expected Effects of Establishing the Changwon-Busan Metropolitan Transportation Network

With the expansion of the metropolitan railway connecting Busan and Changwon, the convenience of movement is expected to significantly improve. Additionally, the establishment of BRT (Bus Rapid Transit) will likely increase public transportation usage and alleviate traffic congestion issues. The expansion of public cargo terminals will also improve logistics transportation efficiency.

In particular, the construction of a transfer center at Masan Station is expected to activate the inter-regional transportation network. If the projects proposed by Changwon City in the 5th Urban Area Metropolitan Transportation Implementation Plan are reflected, the metropolitan transportation network between Busan and Changwon will be organized more systematically. This is expected to greatly enhance the transportation infrastructure in the western region of Gyeongnam and the hinterland of Busan New Port.
