Overview of Grave Investigation and Compensation Process

Busan City conducted a grave investigation service within the site for the construction of Gadeokdo New Airport in August 2024. A professional firm was commissioned to carry out a detailed survey for about six months.

The survey result showed a total of 3,228 graves were discovered in the area, with approximately 2,700 graves confirmed at 162-6 Daehang-dong (2,030,000 m²). Most of the graves appeared to be unoccupied, and a significant number were found in poor condition due to lack of maintenance.

This survey result is expected to serve as crucial basic data for the future construction of Gadeokdo New Airport.

Grave Relocation Notification and Relative Reporting Process

Busan City will conduct a notice for the relocation of graves investigated from March 14 to June 13 for a total of three months. During this period, relatives will be given an opportunity to report regarding the relevant graves.

The grave relocation notice will be held in two stages, and during the notice period, relatives must submit a reporting form. For about 240 graves presumed to be occupied, relatives need to prepare documents such as family relationship certificates, family trees, grave registration forms, and confirmation letters to report to the New Airport Support Team.

Occupied graves that have been reported will allow the relatives to directly relocate them starting in June, and after relocation, there will be an opportunity to receive grave loss compensation money. Through these procedures, relatives will have the opportunity to organize the remains of their precious family members.

Procedures for Relocation and Compensation for Unoccupied Graves

Graves that are not registered within the reporting deadline will be classified as unoccupied graves. In this case, permission for relocation must be obtained from Busan City according to the relevant legal provisions, and the direct relocation process will be carried out.

For unoccupied graves, the relocation, cremation, and interment procedures will be conducted through a professional grave relocation service company. The relocated remains will be stored in a nearby columbarium for five years.

Land Compensation Procedures for National Projects

The compensation process for the Gadeokdo New Airport construction project consists of several steps.

First, the project plan is announced, followed by the confirmation of the project implementation plan and a public review by residents. Next, investigations into land and obstacles are conducted, including the status of graves.

After that, the compensation amount is assessed through appraisal. The compensation plan is announced, and an opportunity to review it is provided.

Finally, negotiations regarding the compensation recipients and amounts are held, and compensation is paid along with agreements on grave relocation.

Gadeokdo New Airport Construction Plan

Busan City will conduct the grave relocation notification related to the construction of Gadeokdo New Airport in accordance with the 『Funeral and Burial Act』 and related regulations. During this period, graves that have not been reported will be considered unoccupied graves and will be relocated at the discretion after obtaining permission.

Relatives of the graves must report by June 13, and detailed information related to this can be confirmed through the Busan Metropolitan City New Airport Support Team. It is important to prepare the necessary procedures in advance.
