Goseong-gun, Promotion of Rural Tourism and Leisure Complex in Maam-myeon
Gyeongsangnam-do Goseong-gun officially begins the development of a large-scale rural tourism and leisure complex covering an area equivalent to 160 soccer fields.
This project aims to address the crisis of regional extinction and achieve sustainable urban development, and is currently recruiting private developers.
Overview of the Maam-myeon Rural Tourism and Leisure Complex
The newly developed rural tourism and leisure complex will cover a total area of 993,578㎡, located in Samrak-ri, Maam-myeon, Goseong-gun. Of this, 382,175㎡ is military land, while the remainder is divided between state and private land. Specifically, 24,256㎡ of state land and 593,759㎡ of private land will be included.
Goseong-gun plans to develop a comprehensive leisure complex that includes a golf course, camping ground, and agricultural experience facilities on this site, aiming to revitalize the local economy and attract tourists.
Here is an overview of the main facility plans. First, an 18-hole public golf course will be built, occupying a large area (611,519㎡). Second, a camping ground will also be available, featuring 19 sites covering 21,128㎡.
Third, an observation deck will provide a space for appreciating beautiful scenery, covering an area of 9,556㎡. In addition, a forest adventure facility will be set up over 14,810㎡, allowing various activities.
The agricultural experience facilities will include a kitchen garden (2,992㎡), a persimmon tree experience area (6,497㎡), and a four-season crop garden (20,487㎡), along with a specialty product sales area (6,816㎡) and an agricultural exhibition and learning center (460㎡) also planned for operation.
Schedule and Qualification Requirements for Private Sector Bidding
Goseong-gun is recruiting private developers to participate in the development of the rural tourism and leisure complex from March 4 to May 23. We expect a great deal of interest and participation.
The qualification requirements for applicants are as follows. The total capital must be at least 10 billion won, or corporations with a cash deposit certificate of over 7 billion won are also eligible. Additionally, consortiums consisting of no more than five companies can participate.
The business plan submitted by the applicant must be prepared according to the bidding guidelines, and the preferred negotiating target will be selected through a blind evaluation by the Goseong-gun selection committee.
Furthermore, the developer must include a provision that prioritizes hiring local residents for golf course operations and offers discounts for registered players and citizens of Goseong-gun. These conditions will be significant factors for coexistence with the local community.
Project Implementation Method and Challenges
This project will be conducted in a way where the private developer bears all costs and develops, owns, and operates the project. The project cost is expected to be at least 200 billion won, with all tasks including land acquisition, environmental impact assessments, relocation of graves, and archaeological excavations carried out under the responsibility of the implementing company.
However, given the current construction market downturn and the contraction of the real estate project financing market, securing funding remains a significant challenge. Therefore, attracting private developers with financial stability and execution capability is considered a key factor for the success of this project.
Expectations and Support from Goseong-gun
Based on the feasibility study conducted in May 2023 on the utilization of the site for the former Naval Education Command, Goseong-gun is promoting various investment attraction activities and benchmarking advanced cases. Through this, a highly feasible development strategy has been established, and we will provide the necessary administrative support centered on the business attraction TF team.
The administrative chief of Goseong-gun stated, “This bidding process will mark a turning point for Goseong-gun to develop into a sustainable city,” and expressed hope that many companies will show interest and participate in this opportunity.

The deadline for submitting business proposals is scheduled for May 23, 2025, followed by the selection of a preferred negotiating target in June.
The goal is to complete the project by December 31, 2028, although extensions may be possible if necessary.
If this project is successfully implemented, Goseong-gun is expected to revitalize the local economy through rural tourism and develop into a center for sustainable tourism.
