The Busan Metropolitan Government plans to create a nature-based garden space utilizing the green space at the Seomyeon Intersection. The competition aims to develop this project into a representative garden cultural space in Busan.
The Seomyeon Intersection serves as an important transportation hub in Busan, densely populated by many tourists and commercial facilities. Thus, the main goal of this competition is to develop the area into a space where citizens can communicate with nature within the urban setting.
The city mentioned that this competition is being promoted to discover unique garden design proposals based on creative ideas. This effort aims to provide citizens with a more pleasant environment.
The scale of the project is approximately 4.5 billion won (450 million won), and the design service cost has been set at 410 million won. The project site is the green space of the Seomyeon Intersection at Bujeon-dong 573-1, where the winning design will be constructed to establish a symbolic garden.
For participation in the competition, joint participation of a landscape design company and a garden designer is essential. The garden designer must be a professional who has either won or been invited to a garden fair within the last five years. Additionally, participating companies must possess relevant qualifications according to the Engineering Industry Promotion Act or the Technical Engineer Act.
The main evaluation criteria for this competition include planned, scenic, ecological aspects, hydrological elements, creativity, and distinctiveness. The winner will be granted the right to conduct the detailed design, and outstanding entries will receive prizes. The city of Busan expects that this garden will become a nature-friendly landmark in the urban area.
The Seomyeon Intersection is one of the most active areas in Busan for commerce and culture. Once this project is completed, it is highly likely to become a representative urban garden of Busan.
The registration for participation in the design competition will be conducted from March 10, 2025, to March 14, 2025, and submission of the works is scheduled for June 2. The judging will take place on June 11, and the final results will be announced on June 16.

In accordance with the 9th chapter of the "Criteria for the Selection of Successful Bidders in Local Government Bidding (Ministry of the Interior and Safety Regulations No. 232)" and the "Guidelines on the Implementation and Review of Design Competitions and Basic Designs (Ministry of Land, Infrastructure and Transport No. 2021-981)", the following announcement is made regarding the detailed design competition for the "Seomyeon Intersection Symbolic Garden."

2. Outline of the Service
a. Location: Area of 573-1, Bujeon-dong, Busanjin-gu, Busan (Seomyeon Intersection)
b. Scope: Proposals are free as long as they allow for a symbolic garden to be created within the expected construction cost of the green space at Seomyeon Intersection.
c. Estimated construction cost: 4.5 billion won
d. Design service cost: 410 million won (including VAT, liability insurance, etc.)
1) One set of detailed design (landscape and auxiliary facilities, etc.)
2) Submission of documents for compliance with administrative procedures and reviews requested by the client, etc.

3. Purpose and Method of the Design Competition
a. Purpose of the Design Competition
- To create a city-type nature-based garden space in the green area around Seomyeon Intersection, where citizens can interact with nature and feel the importance of nature and, through this design competition, to select creative and excellent works that can make this green space a representative garden cultural area in Busan.
b. Method of Design Competition: General design competition
4. Eligibility for Participation in the Design Competition
a. Companies that meet the qualifications under Article 13 of the Enforcement Decree of the "Act on Contracts to which Local Governments are Parties" and have no disqualifying reasons under Articles 31 and 33 of the same act.
b. Companies that have reported their qualification in the construction sector (landscape) under Article 21 of the "Engineering Industry Promotion Act" or registered an engineering office related to the construction sector (landscape) under Article 6 of the "Technical Engineer Act", must jointly apply with a garden designer.
※ Garden designer: A person who has won or been invited to an international or domestic garden fair within the last five years as of the date of the announcement of the business.
- Recognized garden fairs: Korea Garden Show, Seoul Garden Fair, Busan Garden Fair, Gyeonggi Garden Culture Fair, LH Garden Show, Suncheon Bay International Garden Fair, etc.
c. Joint contracting is allowed, and participation in a joint execution method is possible. The number of members in the joint supply group, including the representative company, must not exceed three, and the company with a majority share must be selected as the representative.
1) All members must meet the qualification requirements under Article 13 of the Enforcement Decree of the "Act on Contracts to which Local Governments are Parties."
2) All legal rights and responsibilities arising from this design competition application and service execution belong to the designated representative company.
3) The representative company must perform a comprehensive coordination role for the respective work of the joint supply group, and the members must cooperate with it.
d. Companies that have received administrative disposition such as registration cancellation, business suspension, disqualification, or closure as of the announcement date and companies in a state of bankruptcy or dissolution cannot apply (this applies to all joint bidders).
e. One company cannot submit duplicate applications for two or more proposals.
f. When a design service contract is necessary, the following licenses (qualifications) must be available, and if there are no licenses for the following items, a joint contract must be concluded with a company that holds licenses (qualifications) for each item.
1) Companies that have reported their qualification as a comprehensive power design service or a specialized power design service (Class 1) under Article 14 of the "Power Technology Management Act" or have registered under Article 6 of the "Technical Engineer Act."
