Ulsan Metropolitan City announced the modification of the existing designated area for land transaction permits according to Article 10 of the 'Real Estate Transaction Reporting Act' on February 28, 2025. This modification is a measure related to the Ulsan Hydrogen Fusion Valley project and the Ulsan U-Valley National Industrial Complex project.

Recently, Ulsan City finalized three projects as 'National and Regional Strategic Projects in Development Restriction Areas': the Ulsan Hydrogen Fusion Valley project, the Ulsan U-Valley National Industrial Complex project, and the Seongan-Yaksah General Industrial Complex project.

As a result of this decision, the respective areas can be exempted from development restrictions regardless of their environmental assessment grades. Thus, it is expected that business promotion will become more active.

Designated Area for Permits

The Ulsan Hydrogen Fusion Valley project is underway in Ulsan.

The target areas are Okdong, Duangdong, Sinjeongdong, Seonamdong in Nam-gu, and Munjukri and Gaegokri in Cheongnyang-myeon, Uljin-gun.

The total area is 2,798.1 thousand㎡, with each area's size being Okdong 1,749.1 thousand㎡, Duangdong 983.8 thousand㎡, Sinjeongdong 0.9 thousand㎡, Seonamdong 0.7 thousand㎡, Munjukri 61.6 thousand㎡, and Gaegokri 2.0 thousand㎡.

The Ulsan U-Valley National Industrial Complex project is being carried out in several areas of Uljin-gun. The target areas include Deokshinri 0.08㎢, Hanamri 0.39㎢, Dongcheonri 0.02㎢, Sangnamri 0.50㎢, and Yongamri 2.67㎢, with a total area of 3.66㎢.

The designated period for the permit area is set from March 2, 2025, to March 1, 2028. This project is expected to contribute to the revitalization of the local economy.

Area Requiring Permit for Land Transaction Contracts

In urban areas, residential areas exceeding 60㎡ are applicable. Commercial areas and industrial areas must each exceed 150㎡, while green areas must exceed 200㎡.

In agricultural land outside urban areas, over 500㎡ is required, and over 1,000㎡ for forest land. Additionally, land other than agricultural and forest land must exceed 250㎡.

The designation of the land transaction permit area in Ulsan is closely related to major industrial complex development projects. Notably, the Ulsan Hydrogen Fusion Valley project has recently been selected as a regional strategic project by the government with an estimated project cost of about 970.9 billion won.

This fund will be used to build a hydrogen pipeline network in the Buk-gu and Ulsan Mipo National Industrial Complex area, supply hydrogen charging stations directly, and implement hydrogen tractor demonstration projects.
