Busan has revealed 32 presidential pledges aimed at regional development ahead of the 21st presidential election.

Among these, the 10 core pledges include important goals for Busan to grow into a global hub city and establish itself as a center for advanced strategic industries.

Busan is making strong efforts to ensure these pledges are reflected in the commitments of candidates from various political parties and are adopted as future national agendas.







Total Project Cost of 140 Trillion Won, Future Vision by Three Strategic Areas

Through the recently announced pledges, Busan proposed 32 projects divided into three major areas. The total cost of these projects is 140 trillion won, categorized into ‘Hub Infrastructure Establishment’, ‘Innovation Industry Driven Growth’, and ‘Creating a Desirable Living Base’.

First, in the area of establishing hub infrastructure, 30.8 trillion won will be invested in the Gaduk Mega Connect project, 32.4 trillion won in developing Busan Gateway City, and 21.6 trillion won in the K-North Polar Route Trifront Logistics Hub City.

Next, for innovation industry-driven growth, plans include 4.4 trillion won for the establishment of AI and quantum industry hubs, 2.1 trillion won for nurturing global financial and startup centers, and 10.9 trillion won for a leading city in future mobility.

Finally, in creating a living base, 1 trillion won will be allocated for a city centered on content and tourism, 4.5 trillion won for creating a carbon-neutral eco-friendly city, and 3.3 trillion won for a senior wellness and healing city.

These plans are being recognized as essential strategies to enhance Busan's international competitiveness and improve the quality of life for its citizens.

The enactment of a special law for Busan as a global hub city is one of the most attention-grabbing pledges. This bill has already secured early support from 50,000 people through a public petition, gathering the citizens' expectations. The 'relocation of the Korea Development Bank headquarters' will serve as an important milestone in promoting balanced development in the financial industry through its move to Busan. Meanwhile, the 'second phase expansion of the Gadukdo New Airport and establishment of the airport corporation' aims to establish a foundation for growth as a global hub airport in the southern region, going beyond mere airport construction. This project aims to build an effective governance system and lay the groundwork for expansion.

Additionally, the establishment of a research institute for AI and quantum industry convergence, along with the development of a power city for power semiconductors, is seen as essential for Busan's digital transformation and securing leadership in advanced industries. These changes are expected to mark a key turning point for Busan to establish itself as a hub of technological growth in Korea.







Busan's Future: From Presidential Pledges to Realization

The proposals made by Busan City can be an important starting point for balanced national development and future industry growth ahead of the 21st presidential election. These pledges aim to improve the quality of life for citizens, establish advanced industry hubs, and evolve into a global network city. At this juncture, there is an urgent need for public interest and support.

Busan plans to invest approximately 29 trillion won in joint pledge projects for cooperation and balanced development among the Busan-Ulsan-Gyeongnam region. Additionally, proposals for institutional improvements such as the establishment of a Ministry for Regional Population Balance Development and amendments to the constitution for decentralization are also being suggested.
