Yeongdo Collective Hills

Busan City is officially launching a pilot project for the special architectural zone to enhance urban landscapes and innovate architectural design.

As of April 2, 2025, Nampo-dong Harbor Town and Yeongdo Collective Hills have been officially designated as special architectural zones, where construction regulations will be relaxed and various administrative exceptions will apply.

This is expected to further advance Busan’s image as a futuristic city.

Nampo-dong Harbor Town

The Nampo-dong Harbor Town special architectural zone is located at 10 Nampo-dong 6-ga, Jung-gu, with a total area of 4,376.8㎡. Here, a maximum of 45-floor residential buildings, accommodation facilities, and neighborhood living facilities are planned to be constructed.

This special zone has been designated to enhance urban competitiveness through public contribution architectural planning linked to the waterfront of the city center. This plan was conditionally approved during the 3rd Busan Architectural Committee meeting held on March 18.

Yeongdo Collective Hills

The Yeongdo Collective Hills special architectural zone is located at 414-50 Cheonghak-dong, Yeongdo-gu, and includes 24 adjacent parcels. The total area is 4,532㎡, and a 3-story low-rise mixed-use building with accommodation and neighborhood living facilities is planned to be constructed. This project has received final approval through the original proposal resolution of the Architectural Committee, and the administrative procedures are currently proceeding smoothly.

Two of the three regions designated for the special architectural pilot project by Busan City in October 2024 have been selected as special architectural zones. The remaining area is the reconstruction project of the Namcheon 2 area in Suyeong-gu. With this designation, these two zones will benefit from various regulations, including building coverage ratio, floor area ratio, site area, and height restrictions. In particular, the possibility of applying up to 1.2 times the legal floor area ratio has been opened, which is expected to positively influence regional development.

Nampo-dong Harbor Town

Busan's new projects are attracting attention with the participation of the world-class architecture design group MVRDV (Winy Maas). Nampo-dong Harbor Town has the touch of Junglim Architecture, while the Yeongdo Collective Hills is being designed by RiEulDorang Architecture Office.

Busan City expects that these pilot projects will positively contribute to achieving international-level urban design and creating landmarks in the region.

Yeongdo Collective Hills

If designated as a special architectural zone, part of the design costs will be supported. Additionally, the simplification of licensing procedures will be carried out, and planning that reflects public interest and creativity will be encouraged. This is expected to lead to more active participation from private developers.
